Yes, the manually added end system supports to build L2 neighbor, please add the MAC address to the end system's interface info. and then Manually rebuild L3(first) and L2 topo, then the neighbor(s)...

Netbrain can manually add an End system into domain and build topo for it. I am not sure what do you mean by "if it is only part of a neighboring L2/L3 switch NDP or ARP tables", here is an example...
