Default Path Discovery over IPSec Tunnel

When I try to do path discovery over a path that includes an IPsec tunnel (Palo Alto networks to Juniper say) - I find that there is no link between the firewall at site A and site B. And typically at site B firewall NetBrain will display the message "Path failed: failed to find the next hop device, there are no neighbors of the outbound interface st0.1." Is there a means to resolve this?
